Ludonarrative dissonance between gameplay and worldbuilding. You only "fall for it" because from your abstracted perspective as a player, Item Balls and Voltorb look identical in the overworld.
But Voltorb is objectively bigger than a Poke Ball, so to anyone in-universe that actually sees the world how it actually is, that mistake would never happen.

Yes, but only a select few can shrink voluntarily, which is what the move Minimize is.
The Poke Ball triggers the shrink reflex that normally only triggers when a Pokemon faints.

Breloom definitely would not mind an evolution. It's still alright but its only standouts are high attack and poison heal. Its bst is rather low and it's been lagging behind for several gens now, and it looks like a middle evo to me, it could easily support a new evolution. It doesn't need it but neither did ursaring.
