Cut is shit but barely ever relevant after the very start of the game and useable as an alternative to whatever shitty move you'd have anyway at that point like tackle or pound
Flash is not required
Rock Smash has low damage but the high chance of decreasing defense while also attacking makes it a useable upgrade to something like leer or tail whip
Strength is a fairly strong normal type attack that you can get a lot of mileage out of
Surf is the best water attack in the game unless you want to risk hydromiss
Waterfall and Dive are admittedly obsolete in Gen 2 and 3 because Surf exists and does more damage but afterwards are physical alternatives
Fly deals decent damage and is mostly worth using over other moves of the same type outside of freak instances where the npc gets your ass going for bulk up or something while you're in the air (fucking Mashal)
Whirlpool blows because of low accuracy and small damage over time that nobody gives a fuck about in singleplayer but it's barely even used in Johto anyway
Rock Climb is annoying to have to slot in with all the others in SHITnnoh but is also useable due to its high damage and confusion chance
