Sonia has an "Accomplishment" in that we actually get to see she actually put out her research as a paper/book, so that's something? Not impressive but something. Magnolia is retired, but i get the impression she more laid the groundwork and Oleana was the one actually figuring out how to USE Dynamax energy practically going by expanded stuff and is the actual smartest person in Galar (Blinded by her devotion to Rose) since it is kinda implied she is the one keeping Macro Cosmos running.
Kukui: I feel make up for things more with spirit and ambition then actually being the "Smarterst", his wife honestly has him beat.
Sycamore got blindsided by Lysandre, fucking Lysandre, and needed help from a ton of kids to make headway on his Mega volution research, in a region where several people, including the Champion is capable of doing it.
Juniper basically gets mogged by her dad in the same game in Cidney/Cid fashion.
Rowan is probably the most conventionally sensible one and seems to get respect from all the others (I think some of them get name dropped as his former students in something.)
Birch kinda fails due being a field researcher who fucked up with the starter situation needing to save his ass, and it happens more then once.
Elm was already mogged by Oak when introduced and his situation never really got better, plus he actually got the Starter he had stolen.
Oak has OG bonus, but the Ashnime kinda goofed him up as it went along with those Pokémon demonstration segments.
I'd say it is Rowan or Oak.
