Blastoise is genuinely one of the best Water types in Gen 1, only being outclassed by Slowbro, Cloyster, and Lapras, all of which are end game. Swampert is hands down the best Water type short of Kyogre in Gen 3. Empoleon is still the only Water/Steel type in the entire game and isn't outclassed until Palkia comes in, though Gyarados is a strong sidegrade. Greninja is obviously incredible the whole game, Primarina is just a slightly weaker Tapu Fini, and Quaquaval is weaker than Palafin, but doesn't require friends to obtain.
