An important thing to note is that Pokémon and humans are a separate thing in Pokémon, humans are not just another species of Pokémon. Humans lack several aspects that are accounted for across all species of Pokémon. But, you're question does have some merit in asking. As in how exactly this distinction is the case, especially in regards the balls use on a human. Perhaps it may be possible illegally modify one or make illegally make one, such that it can be used on human. They'd also of course have to make it so the human can't exit at will like all regular types of balls allow the contained Pokémon to do. So it wouldn't too out of the realm of possibility. There is stuff like teleportation in the series. But at that point it would really just be a lot of effort, I'm sure most criminals would instead just kidnap someone which they can more than easily do with their own Pokémon. Than trying to make some new type of variant of a ball for humans.
