Flannery's official art is actually my favorite example of showing how utterly scuffed Sugimori's art style was in this era. None of the style of Gen I+II without the design etiquette Gen V introduced that would make those characters infinitely more memorable. DP has this issue too, almost worse, but it's also the generation that banged out Dawn and Cynthia who COMPLETELY overshadow every character from those games regardless male or female
Hoenn is extremely thankful ORAS saved this cast from obscurity. BDSP could've been that too if Masuda wasn't a hack fraud who doesn't understand his own creation
