There's really no telling how Z would go. Even then, there was really no reason to stop Masuda from going "fuck it" and not bother with what would have actually made Z an interesting game.

Who says Masuda couldn't direct this hypothetical Z? In exchange for letting his ward (Ohmori) handle ORAS, he'd handle Z, as a sort of "final exchange" before Masuda took the backseat in directing games.
