By SM what the fuck does it matter what the box art legendary is? The legendary dogs in SwSh could easily be removed from the game's plot and nothing changes. The Raidons try to have their cake and eat it too by being your Bike but also your late game legendary catch, trying to do the same thing as Nebby in Gen VII
As a legendary, Mewtwo is really interesting in that it was made by humans to be supremely powerful but I think most people are sold on it being a very great character in the anime. Normalizing GS' box art legendary concept has proven to be lucrative, but forces them to need to come up with a flimsier and flimsier justification for these all-mighty and powerful Pokemon falling into your lap since Gen III
