It doesn't need more attacking moves. It can be filler like Encore or Spikes or any other absurd move it absolutely should not get but does a government mandated shillmon. Anything that doesn't drop to ungabunga cudgel spam gets softened enough by Knock off and/or U turn. The last moveslot can be literally anything, and it doesn't even matter.

To answer both of your questions.
Just look at the actual stats.
Dragonite, Zama, and Gambit are its best counters.
Ogerpon's 4th move is probably SD, but it has others that you need to account for because this isn't open team sheets.

I don't think grass/water coverage is even any more threatening than grass/rock overall
