Also Hoenn solved this by actually having past gen options. You can use Magneton, Electrode and Raichu whenever you want. It's boring, but better than JUST Rapidash, a very mediocre mon that has no real redeeming qualifies of its type, especially the generation pre-Drill Run that gave it some much needed coverage. Fire also still has it bad in Hoenn, you know, the tropical region with a volcano area full of crap like Grimer and Koffing
