The Hoenn designs all look good but how were they natural expansions on the original concepts? Nothing about the Mudkip line indicated that it was building toward Mega Swampert. Blaziken is cool but again it didn't need this design to be complete. It's the same guy, just a sleeker look.
None of the Kanto Megas are top tier because the Kanto lines had no real story to tell other than just getting bigger. Venusaur is the worst because they just gave it random vines and a flower, but it's thematically empty. Blastoise's cannon is a cool expansion of the line's design so I'll give it that.
