Skyrim was insanely popular in Japan even moreso than in the West, and especially the idea of Blackreach as a huge underground region beneath the regular map. That's what inspired the underground parts of Elden Ring and ToTK, it only makes sense Gamefreak would try to copy it too for their own open world game.
