Sceptile was not really a starter in the gen 3 beta and Grovyle was a beta version of Archeops while it's pre-evolution was a beta Scraggy and true to the Archeops inspiration, it was a Rock/Flying Pokemon, Sceptile would benefit so much from having either of those types as secondaries to compliment Grass, Sceptile already learns a fair bit of Flying moves due to it being very fast and nimble tree living creature.
Sceptile also learns so many Dark, Fighting, Ground and even has some Electric affinity, but it does not learn the moves it needs from any of those types, no Earth Power, no Aura Sphere, no Dark Pulse, albeit this would be pretty niche anyway and no Thunderbolt, Sceptile and Delphox always struck me as the two starters that should get Thunderbolt as coverage, Sceptile due to it's tail being a giant lighting rod and due to how high up it lives, Delphox becomes it's a witch, it should realistically get more elemental coverage moves to emulate the large arsenal of spells any competent wizard or witch should have.

Also when the fuck is Sceptile going to get a chance to boost up? even the Mega is paper thin in terms of defenses, even resisted moves do a lot of damage to it, Mega Sceptile has some brutal weaknesses to incredibly common types too AND YOU'RE WASTING YOUR MEGA SLOT FOR IT.
