The AI is brain damaged and you eventually learn how to mitigate their retardation as best you can. The best "strategies" only matter depending on what the Boss does since at any time they can 1 shot any/all of your pokemon.
The odds are pretty low and frequently I'd only have to hunt for a week or less to get the legendary I was after.
That is until you get to one legendary that you go double or even triple over odds for. If the legendary is particularly tough(spread move) then it evokes a kind of horror that only the bravest can tolerate.
