That is perfectly feasible, for anonymous but registered content and a filter; there's a pretty simple trick in that, in creating a general viewership of moderate/SFW stuff being public, however discussions and images that are NSFW require site/account registration. Things such as video upload content can also be relegated to login as well.
This is what I got cooking up on my end:
Home page --> Site Disclaimer: I am 18: Accept/Decline
Index Page --> Forum/Booru/Chat
Forum --> SFW Pokegirls/Pokemon/Other; only accessible via Login NSFW Pokegirls/Pokemon/Other (More to be built on later)
Booru --> Acts as a normal booru, but if you want to see NSFW content, you will need an account.
Chat --> Requires account registration.
Rules for account registration: User must be 18. follow community guidelines (to be determined) etc. Laws violating server host country (most likely US if going through standard means) will be upheld and users both registered and unregistered will be held accountable to the application of said laws.
1. Basic rules:
a: Underage users will not be permitted whatsoever.
b: No law violations
c: No content depicting minors (lolicon/shotacon/cub) is allowed. Talking or linking to said content will not be tolerated either.
d: Unless there is a channel/forum link for it, don't talk politics, religion, personal life drama/issues, or advertising for your own circle. This is a place for enjoying size content, not /pol/ /r9k/ or /soc/
e: Community guidelines to be updated and affixed likewise.
If you are looking for a premium or dedicated server, I would ration around 100-200 a month for basic operations, whatever for moderation, and whatever for security. As well as initial domain registration, and further bells and whistles.
If you can manage this, then I'm more than down to help guide, and design this idea out.
