That's a whole lotta of underdeveloped single stages for a 100 dex that's already made up of so many babymon and crossgen evos.
At least Sudowoodo, Stantler, Miltank, Heracross, Wobuffett, Girafarig and Mantine work as fully realized standalones.

Only ones that aren’t are sableye, mawile, luvdisc, spinda, and castform. And the latter 2 are actual gimmickmons.
Hoenn’s other standalones are usable (Torkoal, Relicanth, Zangoose etc)
