But people aren't typically using baby Pokémon for anything other than filling the Pokédex or breeding IVs and egg moves, something that's done at the end of the game when you have access to everything.
You're an edge case when it comes to Blissey, because I never see anyone else mention it with the evolution sequence stopping. It's always Crobat.
Espeon and Umbreon are highly desired by many people, but like you said, it's a matter of one factor overriding another. It's frankly backwards that you need to trade Eevee to RSE post-game when both sender and receiver have unlocked the National Pokédex, raise its friendship all over again since trades reset it to base, check the clock in your room since nowhere else has a clock or visual indicator of time of day outside of Shoal Cave, level it up to evolve it, and then trade it back. People aren't even thinking about it being tied to post-game, they're thinking about the whole nonsense scenario in general.
I've never seen anyone complain about the absence of King's Rocks, Metal Coats, Dragon Scales, or Upgrades before post-game. These evolutions tend to require a trade to get, which is the first significant barrier. More ROM hacks are focused on making trade evolutions available without trading, like through level up evolutions, than they are on redistributing those items.
While you have a valid point about the National Pokédex requiring 60 Pokémon caught to access, that's not a huge ask even in a region with 150 Pokémon.
