To me it felt like they were attempting to make something like Pokemon 2 again (the original version of GS before it was rebooted as Johto), a true sequel that expands on everything that came before.
Ironically it ended up also having the same shitty regional dex problem and wild Pokemon availability problem as GS, where all the cool new stuff are locked behind post-game and the majority of main game is filled with past Pokemon.
In GS's case they were locked behind post-game because the new mons weren't finalized until the very end and they weren't sure which ones would make it in the final release and so they didn't want the unfinished new mons to upset the balance of the main game. Not sure what was DP's reason for doing this too though.
DP may have been rushed too, not as much as GS but more rushed than RS.
