Vast upgrade.

It's the complete opposite of Magcargo where we finally have a Fire/Rock Pokemon with the right stats, moves to use on it, and synergizing ability.

Plus the living statue dogs are cool.

Design-wise, it's a sidegrade. It's not any better or worse than the original.

Aside from 2 fish and 2 invertebrates, EVERYTHING that gets SS is either a dragon, in-lore draconid (either by egg group or categorisation) or is based off a reptile in some fashion (including birds and crocs/gators). The only mammals that learns it are Mew and Arceus and Arceus only got access to it in Gen 9. Non-dragons don't get it "all the time", because they don't give Dragon Dance to things that aren't dragons in some fashion, generally.

Sidegrade, i like em, their whole "Duo" thing was neat and i kinda wish they'd been a composite mon, like there are two smaller H-Growlithes in the "mon" implying them as individually weaker then a Normal Growlithe.

Pretty much, the only downgrade is that it's more frail due to type weaknesses (4x weak against ground and water attacks).

Just by personal taste, I would say it is a sidegrade because both forms have their own charm.
Hisuan Arcanine is a downgrade though, I think it looks very weird. It is not terrible but still I prefer the regular Arcanine.
