The "Legends" is just worthless commercial trick.
PL:A was kind of successful in being semi-spinoff with somewhat refreshed gameplay, so GF decided to attach "Legends" to another attempt of it, even if it has nothing to do with PL:A.

Think about "Legends" as a trashcan and testing grounds for random ideas. Next one may be roguelike card battler or arcade-style volleyball simulator or just porn, who fucking knows.

They fucking announced Legends: Arceus as "A new direction for the Pokémon SERIES", ya stupid monkey. They'd ALWAYS planned to make more, because in case you missed Teraleak, they'd outright stated in their pitch of L: A that they were done with remakes, by making what became L: A instead of taking on rebuilding DP in Gen 8's engine. No remakes and no rehashes (DLC packs replaced them) means they need SOME kind of game in the world to shit out to continue to A)hit their delivery targets for Nintendo and B) ensure they lock up an entire 3 year Generation with content to keep kids invested in the series.

We'll have to wait until the full game leaks/releases to fully compare, but aside from the tech demo allegations (though with differing focus), that's all that's similar on the surface. Oh and tghe shiny jingle from L: A apparently returns, but I dunno how trustworthy that nugget of info it.
