It's not timer stall. It's teams on the most defensive end of the spectrum.
Moves that require no offensive investment to OHKO with are a wet dream for mons that are hard to kill. Stall teams need some kind of way to exert pressure and make progress or they're just setup fodder.
For offensive mons, they're pretty bad because you have to sacrifice a coverage move with guaranteed usefulness, for a move that's both a matchup fish and an accuracy fish.
And this isn't just in singles, either. Ting-Lu ran rampant with Fissure in VGC a couple of years back before restricted legendaries that could actually threaten it started being allowed in.
Every example of OHKO moves in high level play in any format have either been on bulky mons, or on mons with such grim movepools that you lose nothing by giving yourself a desperation button.
Meanwhile, you have... one (1) webm of a Ninetales OHKOing a Toxapex that you've been recycling for 5 years now.
You'd think that if OHKO moves were such a good anti-stall strategy, you'd have more examples of you beating stall with it by now.
