Charizard is a dragon and he's supposed to be big yet he's shorter than Leon.

He's Fire/Flying.
Also, dragons aren't real. They can be any size you want.

Pokémon are all strangely small and lightweight.
Groundon is only like 3 meters tall. I always imagined it to be as large as a two story house at least.
Metagross weighs half as much as the average bull bison.
Speaking of bulls. Tauros weighs less than the average adult man.

Eternatus, whose entire deal is that he's gargantuan, is like 20 meters long, which IS big, but then he only weighs 950 KG which is STILL less than a bull bison.

I am taller than this dragonlet, I think they tried to fix or appeal the various feedbacks about pokemon sizes that always existed in the anime by letting you catch XS~XL size models/species as result.

It's a winged lizard, not a dragon

Most specimens are of the height 5ft 7/170cm, the height of the average male, it isn't supposed to be particularly tall and would only be tall compared to children
