The reason it doesn't evolve is that it's malnourished. It's Pokedex entries say it straight up only eats just enough to get by just in case a female might need some food, even if there's no female around.

Maybe if you feed it a special item, like a super nutritious berry that just maxed out its nutritional requirements all at once.

In all seriousness, maybe it would require something that prevents smell-based attacks and/or to be some kind of special 'food' to give it the proper nutriments it needs.

Alternatively, just make it a high friendship-based evolution. (Something something it gains the willpower to resist female salandit pheromones because of your bond with it is so strong or some shit.)

you could justify a male salandit evo by introducing a new pokemon that preys on female salandit by tracking their pheromones. There'd be less female salandit then and thus more food for the male ones, allowing them to evolve. At that point it would just be a move-based cross gen evolution like farifiraf or dudunsparce

The backbone idea is good.Give it an item named "Stone Spine" and have it evolve into a fast rock type,which is kinda rare even now,and give an ability that boosts damage against non-male pokemons.
