The Minunica films have been a bad influence on female mons everywhere, and have given cute/bratty mons a new sense of entitlement and confidence; much to the concern of regular citizens, and their male counterparts.
In this I like to think we have "Macro City" where Giant Pokemon naturally congregate in; of which we have the Meowstics, Minun, Ciccincino, Emolga and others who are large; however, it's just a normal city with normal people and Pokemon as well. One of those normal places is the Macro City Hospital; where there's a new strain of virus going around that is somehow being utilized by normal sized mons on trainers. Or it's Minun using the app on citizens of Macro City, causing them to be tiny at a normal scale.
It would be kind of funny to think that Minun is ultimately the main antagonist force at play here, but the reality is "Whoever is the app developer is probably the real villain; which is probably some Anon with a Top Hat, and a handlebar mustache staring at a TV of Macro City wearing a shirt that reads "Shrinkos" going "haha yes! Yes!"
