no you don't it's explicitly no purchase required, they should just print off one for you when asked, obviously some won't follow the rules but that was the case with code cards too

I think I am retarded. How can they be "restocked" if it is printed on receipts? wouldn't that mean that there is an infinite amount of them? I can go to Gamestop right now and get one or do I have to wait a day until my store sets everything up?

The codes are free. Gamestop also had a promo TCG card for the new set, which released the same day as the bike event. The TCG card was a gift with purchase. People only got charged for the bikes because employees didn't read the details.

The POS system has a tab for digital downloads and promo codes. Kind of like activating a gift card, it's not done locally. The code has to be made available by the publisher.
