Over nerfed going from Gen I to II, and it only got worse for the next few gens.
It's gotten arguably overbuffed since then, while a lot of Ice types are still trash there are ice types once more that genuinely benefit from their ice typing due to interactions outside of pure type matchup spread.

It's because gamefreak keeps trying to make the slow defensive ice type work, when they only time it's ever worked is when it also gets two abilities and 700 BST, and even THEN it would rather not be ice type because it could instead be Psychic/Ghost and run riot over everything instead of just being pretty great.
