It is the Pokémon that Gamefreak itself destroyed, first by deciding that Typhlosion out of any Pokémon is a rapist of children, then by not deleting the entire affair from the game files, then by letting it leak. Gamefreak failed Typhlosion so many times that you can hardly say it was an accident.
Typhlosion barely had any promotion. Ever. Yet it has always been organically popular, enough to even compete with the Eeveelutions in popularity. Before the rape allegation, Typhlosion scored 5th in popularity in the official Johto polls. Even after being slandered as a sexual predator, Typhlosion only fell to 11th. The most popular Johto Pokémon is historically Umbreon, which is literally everywhere in the official release because Eevee is a mascot of the whole franchise.
Typhlosion is the Pokémon they DON'T WANT you to like. It is still a mystery to me why they picked Chikorita and Totodile to be the ZA starters, then created a civil war among the fanbase when they tried shilling the most unpopular Unova starter that people had forgotten it even existed.
