Simply, because there wouldn't anything to sell. Generation 5 got the least popular rooster of Pokémon and it lacks something extra like Mega Evolution to market the game. There's nothing unique about Unova to create a game around. It would be a waste of a new game for a new console.

Because they started with Sinnoh you morons. It wasn't Unova's turn next because Legends games aren't going in generational order. We could see a Legends Kanto game next, or Hoenn, or literally anything else

1 There wasn't a Z version to wrap up loose ends
2 Past Unova at the same time of Legends Arceus would either be colonizing Native American lands or during the Civil War
3 If you're already going "America doesn't have any culture" you're not going to appreciate any expanded Unova

I think it's become clear now that with Kalos they could reinstate Mega Evolution, in the main games, TCG, spinoffs, and Pokemon Champions platform.
Unova has 3v3 Battles I don't know if they would ever care to bring them back.
