This shit has been done in videogames for a trillion years, get access to the finale, get the finale, status quo changes, then the game goes back so you can keep playing and you can see the finale again if you want. There's no reason they couldn't do this, they just don't want Rei to come back, he's stuck in Hisui forever, pokedex complete or not.

You can count postgame or credits as the goal, but if we start counting dex completion then you have to apply it to all games too.
