Johto is basically a huge symbol of Gamefreak's incompetence and stands as reminder that they'd be nothing without Nintendo's backing. The fact all their gamefreak-original games flop harder than a dead fish dropped in the middle of the desert isn't helping things. They know they're trash and there's nothing they can do about it except take it out on their fans, especially fans of the one mainline game they didn't even finish themselves.
