Older designs are done by artists, yes, but those are game developer artists, it wasnt really that serious back then, they were designing things with different standards.
Nowdays they're a big artsy fartsy studio that hires a bunch of 2D artists to design their characters, and those artists try to show off by making more out there designs trying to be clever or inspired, because its a design an artist will appreciate more. Rather than just making a cool monster that a little boy will think is awesome.
