I think the first was Plumeria, intended to obviously highlight her delinquent nature.
Then there was Nessa, but it stands more to be that she has blue highlights rather than two-toned hair because the majority of her hair color is black.
And then SV went kinda nuts with the two-toned hair for almost everyone, most notably Team Star, with the sorta added contextualization that pretty much everyone with two-toned hair is an attention-whore or snowflake-adjacent.
