I disagree. Every time a Pokémon game releases all the big streamers pick it up for a bit.They wouldn't do that if there wasn't demand for Pokémon content. A non-insignificant number of zoomers have to get tricked into buying the games.

Unironically, at this point.

What would be necessary to get them to fully reverse the dex cut? To go completely go back to the expectation that every Pokémon main game should have every previous gen Pokémon available while still adding new Pokémon every gen. While still having the games be good on top of that.

Sword and Shield had many problems, this wasn't really one of them.
The rate at which they created new designs was unsustainable for the longest time. They've made more of an effort to evolve the formula in recent years and if it means rotating the cast out, so be it.

The games, merch and cards would all have to stop selling. We know from the leaks that Game Freak was actually aware of BBND, so bringing the dex back would probably be one of the first things they'd do to win people back.
It goes without saying that this is never actually going to happen and it's futile to hope for it.
