I imagine they wanted Porygon to be the OS for a deep space probe or be deployed on another planet for sample retrieval but it was illegal to send a Pokémon on a one-way trip in space and managing a return trip was too difficult so they cut their losses and remarketed Porygon to the wider public.

Some of the earliest animals in space (as early as 1946 IIRC) were fruit flies so I figure some of the earliest Pokémon in space would be low-tier shitmon bug types.

If they want to test if it's biologically possible to send humans or at least "important" Pokémon that people care about you'd need to start sending shitmons, not ghosts, objectmons or weird animated clay.
