Pokemon 2 would've been permascrapped for how much of a pain in the ass it was for GameFreak's inept microdicks, and all of that money invested into "NEW POKEMON HYPE!!!" would've been an utter waste, the buildups from the anime and movies going completely unfulfilled.
They hadn't learned SHIT from the arduous process of developing Red and Green for over half a decade, they went into 2 with the exact same mindset and paid the price for it.
It's ONLY because Masuda came in and started helming the GS we know today that Pokemon is even still around, so for as mediocre as his formula was, and how much of a control freak he was, know that he had to take control because it was the ONLY WAY to get GameFreak to actually complete a game.
