The only ones getting passes here are Morimoto and Iwao for PLA, but even then Morimoto didn't have to design a game from scratch/the bottom up because GSC already exists and all he has to do is tell the art and graphics division to make new assets for the DP engine and tell the code monkeys to map every trainer and their team of mons word-for-word from GSC to HGSS's overworld.
That leaves Iwao who didn't get enough time for his game to fully bake, but he still managed to give us the most fun and freshest Pokemon game experience in years because he understands the original, core appeal of the franchise as a whole.
