Urbain/Taunie have a "Must protect everyone" savior complex while also being manipulative and scheming to accomplish their goals, for a character like that a pokemon like Emboar and Feraligator fits them when you look at their megas, Emboar is an emperor comands authority and respect and is willing to their hands dirty to do it, Ferligator pretends to be harmless to make pray let it's guard down around it then snaps shut in a brutal fashion while still maintaining it's disguise much like how as harmless as the rival looks they tend to fool people with how far their willing to go to accomplish their goals
like say getting the team into debt with the fucking mafia and just laughing it off despite how furious the team is at being used that way or challenging the protagonist to a fight for the right to enter the tower, losing and then deciding to pull rank and enter the tower anyway and finally, becoming the new CEO of the biggest corporation in the city just because the current one decided they'd be a better fit because they knew their mom and they want to avoid the eventual lawsuits the corporation is sure to face once people find out they were hiding all that shit in the first place err I mean, that they were only trying to protect the citizens by not informing the reset of Kalo's population like the league association, the local gym leader or the police
