S/V + ZA's look very sterile.
Its like a mix between Anime style & 3D Pixar style, except is done very poorly. looking half finished in all aspects.
Even for better devs, its not easy to pull a 3D rendered kind of Anime style ( non celshaded )
and have it not look disgusting, or uncanny.
Another issue with ZA especially, is how corpo, clinical, uninspired the city looks everywhere you go. Imagine they'd study french culture, and pay attention how animations or just stylistic art in general depicts French culture & architecture in very charming ways. The city could've looked so much better even with the technical limitations.
Remember how incredibly comfy and warm tons of places where during 6th Gen of the gaming industry, JRPG's in particular? hell, even Mario Sunshine's Delfino was a beautiful hub.
Many gen 6 game environments have aged like fine wine, thanks to the great artistic soul behind them.
This wall of text is trying to convey that if a game takes place solely within one city, it should be damn gorgeous; if not in graphics, then most crucially in art direction.
