She did get arrested. All of them were. She took a plea deal to operate as the lab's temporary professor while Sycamore was away. She doesn't mind the work since it's still about Pokemon energy, but she's still under house arrest and can't leave the lab or move freely.

Something I like about the dex quests here compared to PLA is that they're more granular, so you feel like you're progressing more. It's a lot easier to feel momentum

Operation Paperclip was a US operation to "recruit" (Read: Join us or be executed for war crimes.) German scientists after World War 2. One notable scientist is Wernher von Braun. A number of German scientists recruited (Including von Braun) were Nazis and used forced labor to build V-2 Rockets for the German Army during WW2.

The parallel to Pokemon here is that Mable (A former Team Flare Admin) is now the Professor of Kalos.
