To be fair, Kanto turned a tower that was just being USED as a cemetery into a radio tower and the Pokemon remains were relocated to a new location. You can judge moving the dead like that but it's not like they bulldozed the old tower for a new one. Hell, the new place wasn't even haunted so maybe it was for the best.

WHY ARE WE LETTING LITERAL MONSTERS INTO OUR LIVING SPACES?
Imagine living in that world - the cities are meant to be bastions for humans/a separation from the wilds of Kalos
I don't know the reason for wild areas and i don't care - get these fucking WILD Pokémon away from HUMAN space
In the previous legends game humans rightfully feared Pokémon - maybe too much - sure
But now its the inverse in this game - we're letting uncivilized creatures into a civilized space and declaring it enlightened evolution
Every creation has its own space/time and level of conscious development
Forcing the large scale/unstable mixture of an otherwise natural progress interferes with the well being/development to all majority parties involved
