Pokemon also has government hands in it trying to get people conditioned to have observation apps and non-stop handholding so their lives can be controlled at all times. Everything from the art style to the concept of "adventure" has been removed or refashioned to never have a lick of danger.

You can easily have an adventure inside a single city. This however would require the city to be enjoyable to navigate and for there to be interesting characters that inhabit it. Lumiose is dull & lifeless.

You do kind of need to give the player one at first, but imagine if you had to catch it instead. It would probably be more fun if you were given free reign to wander around a route for a few minutes with someone escorting you so that you could pick a mon right out of the wild. Would have been ideal for a spinoff even.

To be fair, Oak does catch Pikachu in Yellow, so you could argue that your starter there was caught.
That game does give you like 4 other Pokemon though, which is more than most, so it's kinda moot.
