in-universe Team Flare failed horribly, so I don’t see why people would still be scared of them

Also no. The game presents an interesting dilemma, because these guys are former Team Flare members who got indoctrinated in because their parents were original members, so they were essentially kids at the time and weren't responsible for when Lysandre turned the organization into a genocide effort. People know they're former Team Flare and give them shit for it, even if they weren't responsible for it.

Same thing with Mable. She took a plea deal (probably so the others could get harsher sentences), and she's still under house arrest at the Pokemon Research Lab and can't leave it or Lumiose City anymore. They may be former criminals, but reintegrating is tough when everyone still treats you as an active one.

Judging Griselle's aggressive rhetoric, I wonder if their talk about Team Flare's goals being ackthually benevolent is just a justification to not face scrutiny for saying "Team Flare did nothing wrong". Griselle is just dumb and honest, while Grisham's more manipulative and careful.

Pretty sure it's this. Just look at the cutscene were Grisham tries to turn you against AZ and he goes on a tirade about how Lys dindu nuffin and wouldn't have been "tempted" into turning evil if AZ hadn't made the UW.
