Definitely not true. I don’t know if I’d say Eevee is 2nd mascot material, but it is definitely seen as one of the most iconic mons, definitely in the top 20

Everyone loved eevee and its evolutions. This has been a thing since Yellow, where you had your eevee stolen in front of your eyes.
Fanfics and romhacks have had eevee love since the early days of the internet.
