Its been a while since I played X/Y (Fuck, it's been what 11 years) for the 3ds, but some of the dialogue I remember for grunts was them talking about how much money they spent to join in and lamenting it. So for young looking grunts, I guess they would suffer less regarding jail time, max of 5 years, with first time and small time offenders facing a few months of community service. For the guy in pic, I don't recall specific details, but wasn't he manipulating emma with a weird mech/stealth suit?
At bare minimum, that guy is facing long time in jail, but maybe he got cut a deal with whatever Pokémon government was in charge of Kalos for data/info of the suit he made and maybe any leftover research data Lysandre had regrading mega Pokémon and the legendary Pokémon of the region. Lysander, probably a lifetime in jail. He wanted to use the ultimate weapon to wipe people off the map to make the world beautfil and while in X he tried to forcibally make the player immortal (Not really a bad thing in my opinion) he outright states he'll kill everyone in Team Flare base in Y after losing to the player for the last time. So yeah, attempted murder is bad and carries a heavy sentence.
Honestly, though, maybe in the Pokémon universe they set up a special program to deal with defeated grunts of villain teams. With how common they seem to be, they probably figured out a way to rehabilitate people like.
