Like the other anon's said, you have to de-spawn them (not knock them out.) for them to reroll, so fast travel, day night cycle, enter-exit a building, or move away enough for them to disappear. You can test these out by checking the Pokemon's gender and level to see if they changed. You really don't have control on the gender though sadly.
Best method is to fast travel hands down. You gotta make sure the fast travel point is close enough to the spawn point of the Pokemon you want to hunt.
