I used electro ball but I do have Magnezone cause I cheated in trade evolutions. Even thundershock was enough but I was happy when I got discharge
I also started with Lucario but kinda got bored of him to be honest. Volcarona had the same problem you mentioned of never actually learning a good move

Magnetzone isn't a trade evolution though you just need to level magneton in chargestone cave im pretty sure
Vulc gets signal beam with the red shard move tutor which isnt horrible since it has silver powder. At least it gets fire blast after gym 6 with tm. But yea thunder shock hasn't been horrible since my magneton has modest and 165 special attack at level 49
