She clearly wasn't designed around having black skin. That's why it looks so odd. You can tell when a character is supposed to be black and she doesn't have any of those features. Nessa you can believe she's South Asian. Jacinthe doesn't look like she's believably any race with that face besides a usual anime skin tone.

From what I can tell, ALL brown characters are darker in 3D. Naveen and Canari also look paler in their 2D. It’s like they were afraid the lighting in game would look make them look too pale, so they over compensated and darkened them up

Trips of truth, look at how the colors are suddenly matching, are balanced and the whole design suddenly works as intended. Black Jacinthe could have worked with different color coordination or another outfit and look good on her own.
