Charizard got two Megas and was exclusive to Sword and Shield's base game.
Beedrill got a Mega while Butterfree didn't. (Yeah it got a GMax form, but one could say that was just from Kanto bias, not for parity)
Snivy is the only Gen 5 starter not to have a second form, and there's no guarantee it will in the next Legends game.
Rowlet is the only Gen 7 starter to have a second form, and there's no guarantee Litten and Popplio will in the next Legends game.
Zigzagoon got a regional form and cross-gen evolution, but sadly that does not guarantee Mightyena will. (Though it SHOULD).
Slowbro got a Mega, but that does not guarantee that Slowking will.
The list goes on and on.
GameFreak does not care. They just roll with whatever awful designs their creatively bankrupt team can get approved.
