Assuming this guy still works at game freak, I think he'll be in charge of designing the mega since he designed Golisopod. Hitoshi Ariga was in charge of designing Flutter Mane since he designed Mismagius (although I can't find any sources pointing to him designing Misdreavus)
The guys who designed megas for mons like Starmie/Feraligatr might have already left the company or are detached from it at this point so its likely another designer came in and made the meme-megas
