Console bundles are no different than buying console+game at discount (I got BotW at launch on a bundle discount, even though there was no "official" Switch/BotW bundle). And as they are in effect charging for the game at the same time, why wouldn't it also be counted as a sale?

Not so much with Nintendo, they stuck with physical media offerings and part of the draw of gaming for a lot of people is having carts to swap around (or just have their games ready to hand instead of on a hard drive/sd card).
